Background

Neuvola is a Finnish word that means "place of consultation". In Finland, local governments provide one-stop support from pregnant women to childbirth until the child reaches a certain age.

In Japan, in April 2017, as a place to provide seamless support from pregnancy to childbirth and child-rearing, in the "Japan Plan for the Dynamic Engagement of All Citizens" decided by the Cabinet in 2016, The establishment of a support center has become an obligation to make efforts, and has spread to municipalities nationwide with the goal of the end of fiscal 2020.

From 2017, Hiroshima Prefecture has been building the "Hiroshima version of Neuvola", a seamless watch and support system for children and families. Since then, we have been implementing model initiatives as a model municipality. "Neubora Karute" is based on the health management system "Kenko Karute V7", which has been introduced to about 700 municipalities nationwide, and adopts the security solution "ARCACLAVIS" that uses multi-factor authentication such as face recognition.
